The Electronic Penalty System (EPS), an automated traffic enforcement initiative, actively improves road safety and manages the growing number of vehicles on the roads.

The system targets speed drivers and reduces road accidents, with netizens on social media enthusiastically sharing how EPS pursues them on the road.

Cameras actively detect traffic violations such as speeding, running red lights, and other offenses. Upon detecting a violation, the system promptly issues electronic fines to offenders.

Introduced in 2024, the Electronic Penalty System (EPS) employs a unique currency point system, where it sets 1 point equivalent to 20,000 UGX. The system calculates fines, such as 100,000 UGX for drunk driving or illegal parking, as 5 points.

The EPS draws on global trends, mirroring the UK’s SPECS cameras and Singapore’s ERP system, and tailors them to meet local needs, particularly by integrating mobile payment options that cater to Uganda’s high smartphone penetration.

Cameras and sensors, strategically installed at key locations like intersections and highways, actively monitor and detect violations such as speeding, running red lights, and illegal lane changes.

When the system detects a violation, it captures images or videos of the vehicle, including its license plate.

The system then analyzes this data to confirm the violation, with advanced technology determining the vehicle’s speed or the timing of a red-light infraction.

Once verified, the system issues a ticket and sends it to the vehicle owner, often including evidence such as photos or videos.

The vehicle owner can choose to pay the fine or contest the ticket if they believe the system issued it in error.

If the owner fails to pay the EPS fine, the system imposes penalties, including a 50% surcharge for late payment, vehicle impoundment, denial of license renewal, and potential court charges.
